Otter addressed supporters on election night.<\/p><\/div>\n<p>Gov. C.L. &#8220;Butch&#8221; Otter said today that he expects a difficult legislative session.\u00a0 He spoke at the Associated Taxpayers of Idaho&#8217;s annual conference.\u00a0 The session will be a hard one, Otter said, &#8220;because of the decisions we have to make.&#8221;<\/p>\n<p>The governor discussed what&#8217;s ahead for state education policy, given that voters <a title=\"Luna And Opponents Search For Scant Common Ground After Props 1, 2, 3 Fail\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/11\/13\/luna-and-opponents-search-for-scant-common-ground-after-props-1-2-3-fail\/\" target=\"_blank\">resoundingly rejected<\/a> the package of laws known as Students Come First.\u00a0 He predicted that elements of the failed laws will come back for consideration in 2013.<\/p>\n<p>Gov. Otter also touched on the <a title=\"Insurance Exchange Delay Gives Gov. Otter More Time To Get Guidance From Feds, Lawmakers\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/11\/16\/insurance-exchange-delay-gives-gov-otter-more-time-to-get-guidance-from-feds-lawmakers\/\" target=\"_blank\">health insurance exchange<\/a> and <a title=\"It\u2019s Unanimous: Idaho Should Expand Medicaid Eligibility\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/11\/09\/idaho-should-expand-medicaid-eligibility\/\" target=\"_blank\">Medicaid expansion<\/a> decisions that the state now faces, as well as the issue of personal property taxes.\u00a0 &#8220;I understand the plight of the counties,&#8221; the governor said, while indicating that he supports efforts to cut or phase out the tax.\u00a0 Some local taxing districts rely heavily on personal property tax revenue. \u00a0<!--more--><\/p>\n<p>Here&#8217;s a recording of the governor&#8217;s full remarks:<\/p>\n\n<p>The most interesting moment of Gov. Otter&#8217;s talk may have come during the brief time allotted for questions.\u00a0 <a title=\"Meet Economist Mike Ferguson\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/mike-ferguson\/\" target=\"_blank\">Mike Ferguson<\/a>, the governor&#8217;s former budget director, stood up and asked whether the state is meeting its constitutional requirements with respect to education funding.<\/p>\n<p>Ferguson now heads the Idaho Center for Fiscal Policy, and this spring <a href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/04\/13\/study-questions-constitutionality-of-idahos-education-funding-plan\/\" target=\"_blank\">authored a comprehensive report<\/a> analyzing more than 30 years of state education funding.\u00a0 The Idaho Supreme Court found in 2005 that the state was not meeting its constitutional requirements.\u00a0 A recently filed <a href=\"https:\/\/www.boisestatepublicradio.org\/post\/school-fees-lawsuit-could-change-idaho-s-education-landscape\" target=\"_blank\">lawsuit raises the question<\/a> again.<\/p>\n<p>Ferguson&#8217;s question begins at 22:30 in the above recording.\u00a0 It&#8217;s hard to hear, but this is what Ferguson asks: &#8220;Do you believe that the state of Idaho is maintaining a general, uniform and thorough system of public education, and, if so, how do you square that with the dramatic increase in unequalized property taxes to fund public schools in Idaho?&#8221;<\/p>\n<p>The notable part of Gov. Otter&#8217;s response comes at the very end.\u00a0 &#8220;I would say that we&#8217;re probably not, but we&#8217;re doing the best job that we can.\u00a0 And we&#8217;re going to continue to do the best job that we can.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
