C.L. &#8220;Butch&#8221; Otter <a title=\"Idaho Gov. Otter Delays Health Insurance Exchange Decision\" href=\"http:\/\/stateimpact.npr.org\/idaho\/gov-otter-delays-health-insurance-exchange-decision\/\" target=\"_blank\">said today<\/a> that he will confer with Idaho legislators and try to get more information from the U.S. Department of Health and Human Services (HHS) before coming to a decision about whether the state should build its own <a href=\"http:\/\/healthreform.kff.org\/faq\/what-is-a-health-insurance-exchange.aspx\" target=\"_blank\">health insurance exchange<\/a>.\u00a0 The state&#8217;s other options are to leave it to the federal government, or pursue a federal-state partnership.<\/p>\n<p>Today was the original deadline for that decision, but HHS granted states a one-month reprieve yesterday, based on <a href=\"http:\/\/rgppc.com\/medicaid-and-exchange-letter-2\/\" target=\"_blank\">a request from the Republican Governors Association<\/a>.\u00a0 <!--more--><\/p>\n<p>The governor&#8217;s Health Insurance Exchange Working Group <a title=\"Idaho\u2019s Health Insurance Exchange Group Makes Recommendation; Decision Now Rests With Gov. Otter\" href=\"http:\/\/stateimpact.npr.org\/idaho\/idahos-health-insurance-exchange-group-makes-recommendation-decision-now-rests-with-gov-otter\/\" target=\"_blank\">last month recommended<\/a> that Idaho adopt a state-based exchange.\u00a0 But the governor&#8217;s press secretary, Jon Hanian, said in an email that the governor shares some of the <a href=\"http:\/\/www.rga.org\/homepage\/rga-letter-on-medicaid-and-exchanges-to-president-obama\/\">questions<\/a> included in the <a href=\"http:\/\/www.rga.org\/homepage\/rga-letter-on-medicaid-and-exchanges-to-president-obama\/\" target=\"_blank\">Republican Governors Association&#8217;s letter<\/a>.\u00a0 The questions include things like, &#8220;When will the details of the federal partnership options be available?&#8221;<\/p>\n<p>The decision to delay a decision will no doubt please the legislators who continue to believe the state should resist implementing the Affordable Care Act.<\/p>\n<div class=\"related-content alignleft\"><h4 class=\"related-header\">Related<\/h4><div class=\"links\"><h5>Posts<\/h5><ul><li class=\"link\"><a href=\"http:\/\/stateimpact.npr.org\/idaho\/gov-otter-delays-health-insurance-exchange-decision\/\">Idaho Gov. Vito Barbieri (R-Dalton Gardens) said this morning.\u00a0 \u201cI just disagree that a state-based exchange is the thing to do.\u201d<\/p>\n<p>Barbieri has been one of the Legislature&#8217;s most vocal opponents of the health care law, and he&#8217;s in powerful company.\u00a0 House Speaker Lawerence Denney (R-Midvale) and House Majority Leader Mike Moyle (R-Star) <a title=\"Health Insurance Exchange Decision Rests With Gov. Otter, But Legislators Will Have Their Say\" href=\"http:\/\/stateimpact.npr.org\/idaho\/health-insurance-exchange-decision-rests-with-gov-otter-but-legislators-will-have-their-say\/\">have also made their opposition clear<\/a>.<\/p>\n<p>That said, one longtime advocate for a state-based exchange also says it&#8217;s a good idea for the governor to take his time and get all of the information he can get.\u00a0 &#8220;I think that HHS was very generous in giving folks an additional amount of time,&#8221; said Alex LaBeau, president of the Idaho Association of Commerce and Industry.\u00a0 &#8220;I think it shows an air of cooperation coming from the federal government.&#8221;<\/p>\n<p>LaBeau says he&#8217;s certain a state-based exchange is in Idaho&#8217;s best interest, no matter what HHS clarifies about the structure of the federal model.\u00a0 And he&#8217;s not surprised that an already slow decision process just became a little bit slower.<\/p>\n<p>&#8220;I think if anybody&#8217;s sitting on the edge of their seat they&#8217;re going to be stressed out for a very long time,&#8221; he says.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
