{"id":12164,"date":"2012-10-18T15:50:02","date_gmt":"2012-10-18T21:50:02","guid":{"rendered":"http:\/\/stateimpact.npr.org\/idaho\/?p=12164"},"modified":"2012-10-18T15:50:02","modified_gmt":"2012-10-18T21:50:02","slug":"thousands-of-idahoans-lose-unemployment-benefits-as-federal-program-expires","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/idaho\/2012\/10\/18\/thousands-of-idahoans-lose-unemployment-benefits-as-federal-program-expires\/","title":{"rendered":"Thousands Of Idahoans Lose Unemployment Benefits As Federal Program Expires"},"content":{"rendered":"<div id=\"attachment_12165\"  class=\"wp-caption module image right\" style=\"max-width: 300px;\"><a class=\"fancybox\" title=\"In a February appearance, President Barack Obama called on Congress to extend unemployment insurance through the end of this year.\" href=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2012\/10\/10-18-Obama-unemployment-insurance.jpg\" rel=\"\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-12165\" title=\"Obama, unemployment insurance\" src=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2012\/10\/10-18-Obama-unemployment-insurance-300x197.jpg\" alt=\"\" width=\"300\" height=\"197\" srcset=\"https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/10\/10-18-Obama-unemployment-insurance-300x197.jpg 300w, https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/10\/10-18-Obama-unemployment-insurance-620x407.jpg 620w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><p class=\"wp-media-credit\">Alex Wong \/ Getty Images<\/p><p class=\"wp-caption-text\">In a February appearance, President Barack Obama called on Congress to extend unemployment insurance through the end of this year.<\/p><\/div>\n<p>About 150 Idahoans are exhausting their unemployment insurance benefits each week without finding work, according to the state Department of Labor.\u00a0 In addition, the department this week notified more than 6,000 Idahoans that their <a title=\"Your Guide to Idaho\u2019s Unemployment Insurance Program\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/unemployment-insurance\/\" target=\"_blank\">unemployment insurance benefits<\/a> will expire at the end of the year.<\/p>\n<p>The benefits coming to an end are provided under the federal <a href=\"http:\/\/ows.doleta.gov\/unemploy\/supp_act.asp\" target=\"_blank\">Emergency Unemployment Compensation program<\/a>, which assists people who have exhausted regular state benefits.<\/p>\n<p>Congress has so far chosen not to extend the emergency benefits, but an extension still could happen.\u00a0 &#8220;Right now it appears to be off the table, but I believe it will come back on the table,&#8221; says Chad Stone, chief economist at the Washington, D.C.-based Center on Budget and Policy Priorities.\u00a0 &#8220;It&#8217;s been a fight every time it&#8217;s had to be renewed.&#8221;\u00a0 <!--more--><\/p>\n<p>The emergency benefits program isn&#8217;t new.\u00a0 Congress has enacted a similar program in each major recession since 1958, Stone says.\u00a0 What <em>is<\/em> new, though, is the point at which those benefits could come to an end.<\/p>\n<p>&#8220;We&#8217;ve never let [emergency benefits] expire when the unemployment rate was higher than 7.2 percent,&#8221; Stone explains.\u00a0 &#8220;We&#8217;re at 7.8 percent, and most analysts think that the unemployment rate is likely to remain close to 8 percent for quite some time.&#8221;<\/p>\n<p>If the Emergency Unemployment Compensation program is not renewed, Idahoans will be eligible for a maximum of 26 weeks of unemployment insurance benefits.\u00a0 That&#8217;s a substantial decrease from the 99 weeks of unemployment benefits available to out-of-work Idahoans as of the end of last year.<\/p>\n<p>A separate unemployment insurance program &#8212; the federal-state extended benefits program &#8212; expired in Idaho in August, because <a href=\"http:\/\/www.offthechartsblog.org\/extended-benefits-come-to-an-end-with-unemployment-still-high\/\" target=\"_blank\">Idaho&#8217;s three-month average unemployment rate was not high enough to warrant its continuation<\/a>.<\/p>\n<p>Early this year, Mark Zandi of Moody&#8217;s Analytics said in<a href=\"https:\/\/www.economy.com\/mark-zandi\/documents\/2012-02-07-JEC-Payroll-Tax.pdf\" target=\"_blank\"> Congressional testimony<\/a> that every $1 spent on unemployment insurance benefits generates $1.55 for U.S. GDP.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>About 150 Idahoans are exhausting their unemployment insurance benefits each week without finding work, according to the state Department of Labor.\u00a0 In addition, the department this week notified more than 6,000 Idahoans that their unemployment insurance benefits will expire at the end of the year.
