C.L. &#8220;Butch&#8221; Otter&#8217;s health insurance exchange work group has spent the majority of that money on an independent contractor.<\/p>\n<p>Valerie Fend-Boehm has invoiced the state for $12,686.25 as of October 15, 2012, and that doesn&#8217;t include her contract work for the first half of this month.\u00a0 Fend-Boehm contracted with Idaho&#8217;s Department of Insurance for $85 an hour. <!--more--><\/p>\n<p>Fend-Boehm says that most of her work included organizational tasks and research.\u00a0 She severed her contract with the state Oct. 9, because her work was largely complete, and for personal reasons, Fend-Boehm explained.<\/p>\n<p>Gov. Otter <a title=\"Gov. Otter Appoints Public And Private Stakeholders To Study Medicaid Expansion, Insurance Exchange\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/07\/13\/gov-otter-appoints-public-and-private-stakeholders-to-study-medicaid-expansion-insurance-exchange\/\" target=\"_blank\">created the work group<\/a> in July after the U.S. Supreme Court upheld the federal health reform law.\u00a0 That law requires states to set up online marketplaces for people to purchase health insurance, known as insurance exchanges.\u00a0 If Idaho chooses not to create such an exchange, the federal government will create one for the state.<\/p>\n<p>The Department of Insurance also contracted with a consultant from the accounting and professional services firm KPMG.\u00a0 Andrew Gottschalk works at KPMG&#8217;s Chicago office.\u00a0 He&#8217;s under contract with Idaho for $250 an hour.\u00a0 He hasn&#8217;t yet sent a bill to the state.<\/p>\n<p>[spreadsheet key=&#8221;0AiLU6Cs5LWZIdExpc05rcktmS3VsZnNST1N3S0hyMnc&#8221; source=&#8221;Idaho Department of Insurance&#8221; sheet=0 filter=0 paginate=0 sortable=0]<\/p>\n<p>The Department of Insurance <a href=\"http:\/\/stateimpact.npr.org\/idaho\/tag\/health-insurance-exchange\/\" target=\"_blank\">has long advocated<\/a> Idaho create it&#8217;s own health insurance exchange.\u00a0 But lawmakers during the 2012<strong> <\/strong>legislative session rejected two proposals that would have created the online marketplace.<\/p>\n<p>Now, states face a seemingly-strict set of deadlines, all of which experts say <a href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/08\/02\/it-would-be-a-miracle-if-state-meets-health-insurance-exchange-deadline\/\" target=\"_blank\">Idaho is unlikely to meet<\/a>.<\/p>\n<p>Department of Insurance Director Bill Deal says his department was allocated $500,000 to use for planning a health insurance exchange.\u00a0 He says more than half of that is available for things like hiring consultants.\u00a0 The Department of Insurance is funded largely by fees assessed to insurance companies and brokers.<\/p>\n<p>The <a href=\"http:\/\/www.doi.idaho.gov\/HealthExchange\/HealthExchange.aspx\" target=\"_blank\">next meeting<\/a> of the health insurance exchange work group is scheduled for Oct. 26 at the State Capitol.\u00a0 Deal expects the work group will finalize their recommendation to Gov.
