C.L. &#8220;Butch&#8221; Otter: should the state expand Medicaid eligibility, or not?<\/p>\n<p>A <a title=\"Gov. Otter Appoints Public And Private Stakeholders To Study Medicaid Expansion, Insurance Exchange\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/07\/13\/gov-otter-appoints-public-and-private-stakeholders-to-study-medicaid-expansion-insurance-exchange\/\" target=\"_blank\">working group<\/a> established by Gov.
