Otter Favors \u201cFurther Study\u201d Of Health Care Decision\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/07\/10\/gov-otter-favors-further-study-of-health-care-decision\/\" target=\"_blank\">two working groups<\/a> appointed by Gov. C.L. &#8220;Butch&#8221; Otter continue to consider the state&#8217;s next steps with regard to the federal health care law.<\/p>\n<p>Those <a title=\"Gov.
