{"id":9274,"date":"2012-06-27T15:34:40","date_gmt":"2012-06-27T19:34:40","guid":{"rendered":"http:\/\/stateimpact.npr.org\/florida\/?p=9274"},"modified":"2012-07-02T10:28:59","modified_gmt":"2012-07-02T14:28:59","slug":"how-the-summer-months-can-give-low-income-students-an-edge","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/florida\/2012\/06\/27\/how-the-summer-months-can-give-low-income-students-an-edge\/","title":{"rendered":"How the Summer Months Can Give Low-Income Students An Edge"},"content":{"rendered":"<div id=\"attachment_9276\"  class=\"wp-caption module image right\" style=\"max-width: 243px;\"><a href=\"http:\/\/stateimpact.npr.org\/florida\/2012\/06\/27\/how-the-summer-months-can-give-low-income-students-an-edge\/summer-learning-day-1-2\/\" rel=\"attachment wp-att-9276\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-9276\" title=\"Summer Learning Day 1\" src=\"http:\/\/stateimpact.npr.org\/florida\/files\/2012\/06\/Summer-Learning-Day-11.jpg\" alt=\"\" width=\"243\" height=\"298\" \/><\/a><p class=\"wp-media-credit\">City of Jacksonville<\/p><p class=\"wp-caption-text\">Summer Learning day one.<\/p><\/div>\n<p>It\u2019s been over a year since public schools in the Jacksonville area received a grant to boost summer learning programs.<\/p>\n<p>Duval County was one of six districts around the country that caught the eye of <a href=\"http:\/\/www.wallacefoundation.org\/Pages\/default.aspx\">the Wallace Foundation<\/a> because of its already innovative forms of summer schooling &#8211; like the\u00a0<a href=\"http:\/\/duvalschools.org\/static\/aboutdcps\/departments\/acadprog\/SummerPrograms\/supacademies.asp\">Superintendent&#8217;s Summer Academies<\/a>.<\/p>\n<p>The Wallace Foundation is a charity working to improve education and enrichment for disadvantaged children.<\/p>\n<p>High on its priority list is combating the<a href=\"http:\/\/www.wallacefoundation.org\/view-latest-news\/PressRelease\/Pages\/Investment-in-Summer-Learning-Programs-Can-Help-Stop-the-Summer-Slide.aspx\"> inevitable learning loss that takes place over the summer<\/a>.<\/p>\n<p>\u201cThis is where many children, especially low income children, forget a portion of what they learned during the prior school year over the summer break,\u201d said Ann Stone, Senior Research and Evaluation Officer for the Wallace Foundation.<\/p>\n<p>\u201cSince this happens every summer, summer learning loss accumulates and ends up contributing substantially to the achievement gap that we see between low-income children and their more fortunate peers,\u201d Stone said.<\/p>\n<p><!--more--><\/p>\n<p>Wallace is partnering with six urban school districts over three years\u00a0to learn if and how districts can provide summer programs that eliminate summer learning loss for a large numbers of students.<\/p>\n<p><a href=\"http:\/\/www.wallacefoundation.org\/knowledge-center\/summer-and-extended-learning-time\/summer-learning\/Pages\/Making-Summer-Count-How-Summer-Programs-Can-Boost-Childrens-Learning.aspx\">RAND researchers will track student progress<\/a>\u00a0in the summers of 2013 and 2014.<\/p>\n<p>They\u2019ll be looking for credible evidence that district summer programs can eliminate summer learning loss and\u00a0produce academic gains that last.<\/p>\n<p><strong>Why Traditional Summer School Has an &#8220;Image Problem&#8221;<\/strong><\/p>\n<p>If the programs are successful, the Wallace Foundation would like to see\u00a0summer learning become a core strategy for helping low income students excel academically.<\/p>\n<p>For years, Stone says summer school has been seen as a place for kids who were failing certain subjects.<\/p>\n<p>She says summer learning opportunities need to have a more positive image so kids will be excited to participate.<\/p>\n<p>And that\u2019s one of the goals of the <a href=\"http:\/\/duvalschools.org\/static\/aboutdcps\/departments\/acadprog\/SummerPrograms\/supacademies.asp\">Superintendent&#8217;s Summer Academies in Jacksonville<\/a>.<\/p>\n<p>The academies began four years ago, created with federal stimulus money that has since run out. The academies also operate under\u00a0<a href=\"http:\/\/www2.ed.gov\/programs\/titleiparta\/index.html\">Title I funding<\/a> &#8211; federal money for schools with high numbers of children from low-income families.<\/p>\n<div class=\"module pull-quote right\">\n<p>&#8220;Summer learning loss accumulates and ends up contributing substantially to the achievement gap that we see between low income children and their more fortunate peers.&#8221;<\/p>\n<h6>&#8211; Ann Stone, Senior Research and Evaluation Officer for the Wallace Foundation<\/h6>\n<\/div>\n<p>While the academies accommodate students in Kindergarten through 12<sup>th<\/sup> grade, the Wallace funding is focused on K\u20135 students<span style=\"font-size: 12px; line-height: 0px;\">.<\/span><\/p>\n<p>Now that the stimulus money has run out, the Wallace grant is not only keeping the academies open but also boosting enrichment activities.<\/p>\n<p>Children spend their days working on regular curriculum infused with art, music, dance and field trips.<\/p>\n<p><a href=\"http:\/\/duvalschools.org\/static\/ourschools\/turnaround\/index.asp\">Children from the district\u2019s turnaround schools are eligible to attend<\/a>.<\/p>\n<p>Turnaround schools are low-performing schools that received an F grade by the state or whose school performance dropped dramatically in certain areas.<\/p>\n<p>The academies are free.<\/p>\n<p>Transportation is provided. So are reading and math materials.<\/p>\n<p>And students are given breakfast, lunch and afternoon snacks during the six week program.<\/p>\n<p>Kathryn LeRoy, Chief Academic Officer for Duval County Public Schools, says it\u2019s very different from traditional summer school.<\/p>\n<p>\u201cWe do a lot of transitions during the day because we want to make sure that the children are engaged,&#8221; LeRoy said.<\/p>\n<p>The Wallace Foundation is also funding the <a href=\"http:\/\/www.coj.net\/departments\/childrens-commission.aspx\">Jacksonville Children\u2019s Commission<\/a>, which is responsible for providing the enrichment activities at the eight schools that offer the academies.<\/p>\n<p>Each school has an enrichment theme &#8211; like music or African dance. And in its second year of receiving the funding boost from Wallace.<\/p>\n<p>\u201cIt\u2019s really impacted the children in terms of more enrichment opportunities,\u201d said LeRoy.<\/p>\n<p>She says the summer months create an opportunity gap between children that live in poverty and those that don\u2019t.<\/p>\n<p>Through the academies, students &#8220;have opportunities to take field trips to various educational locations,&#8221; she said.<\/p>\n<p><strong>What Happens When the Wallace Foundation Grant Runs Out? <\/strong><\/p>\n<p>The Title I funding will still be in place, and growing national attention on summer learning may lead to more sources of money.<\/p>\n<p>\u201cThe hope is that there will be additional federal funding or state funding,\u201d LeRoy said.<\/p>\n<p>&#8220;That there will be flexibility that we can extend this kind of work because it absolutely has an impact on student achievement.\u201d<\/p>\n<p>The Wallace Foundation\u2019s Ann Stone says they want to know how effective two years of summer learning programs can be and how long the effects will last.<\/p>\n<p>\u201cWe\u2019re not expecting that there will be a huge influx of additional resources in public education that would fund summer programs.
