Quarles<a href=\"http:\/\/ideas.time.com\/2011\/11\/07\/when-voter-registration-is-a-crime\/\"> faces a $1,000 fine for charges she violated Florida&#8217;s new law<\/a> placing strict limits on who can register voters.<\/p>\n<p>Colbert declared Quarles, and other teachers, were &#8220;People Who Are Destroying America.&#8221;<\/p>\n<p>Colbert&#8217;s piece clearly makes the case Quarles was trying to promote voter fraud.
