The study only looks at the charter school laws on the books. And they compare Florida laws to a model charter school application and contract that NAPCS created in 2009.<\/p>\n<div class=\"module pull-quote right\">\n<p>&#8220;It\u2019s challenging for school boards to do a great job of authorizing essentially what some view as their competition.\u201d<\/p>\n<h6>-Todd Ziebarth, National Alliance for Public Charter Schools<\/h6>\n<\/div>\n<p>Florida came in 2<sup>nd<\/sup>\u00a0place last year, even though the state&#8217;s charter schools were disproportionately <a href=\"http:\/\/articles.orlandosentinel.com\/2011-07-16\/news\/os-charter-schools-fail-071711-20110716_1_charter-schools-imani-charter-traditional-schools\">more likely to be graded an &#8220;F&#8221; school <\/a>than traditional public schools.<\/p>\n<p>Of the 31 &#8220;F&#8221; grades handed out by the state, 15 were handed to charter schools.<\/p>\n<p><!--more--><\/p>\n<p>Todd Ziebarth is the author of the study. He said Florida can do \u201ca better job in holding authorizers accountable for their work and the quality of the charter schools that they approve.\u201d<\/p>\n<p>In Florida, only the school board in each school district can authorize opening a new charter school and renewing an existing one &#8211; a model Ziebarth says can get tricky.<\/p>\n<p>&#8220;What we find in Florida and other states is that it\u2019s challenging for school boards to do a great job of authorizing essentially what some view as their competition.&#8221;<\/p>\n<p>Another issue is autonomy.<\/p>\n<p>Ziebarth said other states are starting to look at how well the\u00a0authorizers\u00a0oversee schools &#8220;in a way that does not constrain the charter school&#8217;s autonomy.&#8221;<\/p>\n<p>Meanwhile, some school board members have argued that charter schools have too much autonomy, and that when it comes to holding charter schools accountable,\u00a0<a href=\"http:\/\/stateimpact.npr.org\/florida\/2011\/12\/23\/school-board-member-says-her-special-needs-daughter-was-forced-to-leave-a-charter-school\/\">their hands are tied in many cases<\/a>.<\/p>\n<p><strong>Equal Funding<\/strong><\/p>\n<p>Charter school funding is another area for improvement, according to the study.<\/p>\n<div class=\"related-content alignleft\"><h4 class=\"related-header\">Related<\/h4><div class=\"links\"><h5>Posts<\/h5><ul><li class=\"link\"><a href=\"http:\/\/stateimpact.npr.org\/florida\/2011\/10\/14\/school-boards-getting-tough-on-charter-applications\/\">School Boards Getting Tough on Charter Applications<\/a><\/li><li class=\"link\"><a href=\"http:\/\/stateimpact.npr.org\/florida\/2011\/12\/06\/florida-charter-group-has-short-legislative-wish-list\/\">Florida Charter Group Has Short Legislative Wish\u00a0List<\/a><\/li><li class=\"link\"><a href=\"http:\/\/stateimpact.npr.org\/florida\/2011\/12\/27\/six-education-bills-to-watch-in-the-florida-legislature\/\">Six Education Bills To Watch In The Florida Legislature<\/a><\/li><\/ul><\/div><div class=\"topics\"><h5>Topics<\/h5><p class=\"topic\"><img class=\"alignleft\" src=\"http:\/\/stateimpact.npr.org\/florida\/files\/2012\/01\/OldStateHouse-60x60.jpg\" height=\"60\" width=\"60\" \/><a href=\"http:\/\/stateimpact.npr.org\/florida\/topic\/2012-legislative-session\/\">The Ultimate Guide to Education for the 2012 Florida Legislative Session<\/a><\/p><\/div><\/div>\n<p>Cheri Shannon, president and CEO of the Alliance, said in a statement,\u00a0\u201cWhat most people don\u2019t know is that public\u00a0charter\u00a0students are funded,\u00a0on average, <a href=\"http:\/\/stateimpact.npr.org\/florida\/2011\/12\/27\/six-education-bills-to-watch-in-the-florida-legislature\/\">$2,749 less than their traditional district peers<\/a>.&#8221;<\/p>\n<p>That funding disparity is according to a 2010 Ball State University study.<\/p>\n<p>The author of the study, Ziebarth, estimates that about 20% of the funding that goes to every public school student in Florida stays at the traditional public school, if a child decides to go to a public charter school.<\/p>\n<p>&#8220;We want to see what\u2019s called a back-pack funding model where all the funds associated with a child follows [the child] from one public school to another.&#8221;<\/p>\n<p>Charter\u00a0School funding equity bills, <a href=\"http:\/\/www.flsenate.gov\/Session\/Bill\/2012\/1852\/BillText\/Filed\/HTML\">SB 1852<\/a> and\u00a0<a href=\"http:\/\/www.myfloridahouse.gov\/Sections\/Documents\/loaddoc.aspx?FileName=_h0903__.docx&amp;DocumentType=Bill&amp;BillNumber=0903&amp;Session=2012\">HB 903<\/a>, have been filled in the Florida House and Senate.<\/p>\n<p>Ziebarth said Florida&#8217;s rank could improve if Florida continues &#8220;to push forward on providing equitable funding and facility support to charter schools.\u201d<\/p>\n<p>You can find the full study,\u00a0<em>Measuring Up to the Model: A Ranking of State Public Charter School Laws, <\/em><a href=\"http:\/\/www.publiccharters.org\/law\/\">here<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Sunshine State ranks 3rd in\u00a0the country for having some of the best charter school laws, according to a study\u00a0by the National Alliance for Public Charter Schools (NAPCS).
