{"id":365,"date":"2011-08-03T15:16:09","date_gmt":"2011-08-03T19:16:09","guid":{"rendered":"http:\/\/stateimpact.npr.org\/florida\/?p=365"},"modified":"2011-08-03T15:41:15","modified_gmt":"2011-08-03T19:41:15","slug":"can-schools-depend-on-teacher-evaluations","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/florida\/2011\/08\/03\/can-schools-depend-on-teacher-evaluations\/","title":{"rendered":"Can Schools Depend on Teacher Evaluations?"},"content":{"rendered":"<p>Amanda Moreno at <em>The Huffington Post<\/em> attempts to peel apart the <a href=\"http:\/\/www.huffingtonpost.com\/amanda-moreno-phd\/education-reform-myths_b_917185.html\">arguments<\/a> used by the education reform advocates against those who oppose high-stakes <a href=\"http:\/\/stateimpact.npr.org\/florida\/tag\/fcat\/\">student testing<\/a>, <a href=\"http:\/\/stateimpact.npr.org\/florida\/tag\/merit-pay\/\">performance pay<\/a> and other measures states are adopting across the country.<\/p>\n<p>Moreno&#8217;s piece is sure to provoke an argument, but one section seems worthy of discussion. Moreno notes that a teacher&#8217;s performance is as likely to be overestimated by a rating system as it is to be underestimated:<\/p>\n<blockquote><p><a href=\"http:\/\/ies.ed.gov\/ncee\/pubs\/20104004\/pdf\/20104004.pdf\" target=\"_hplink\">&#8220;Research<\/a> has confirmed  this caution, showing that a full <em>one-fourth <\/em>of teacher ratings will be wrong &#8212; in either direction. Thus, you might even say that test-based evaluation is &#8220;soft on accountability&#8221; since it protects many ineffective teachers.<\/p>\n<p>Test-obsessed reformers have my greatest fear exactly wrong. I am not worried that hoards of qualified teachers will be fired, but rather that the uninspired ones will be left alone.&#8221;<\/p><\/blockquote>\n<p>If a quarter of teacher ratings are wrong, one way or the other, is fair to base a teacher&#8217;s pay on that system? Is it responsible? Can you count on those teacher evaluations?<\/p>\n<p>Florida&#8217;s legislature approved a state law requiring school districts develop teacher performance pay systems.
