Rick Scott says he wants to review testing in Florida schools and the state&#8217;s new Common Core-based standards. It&#8217;s part of Scott&#8217;s <a href=\"http:\/\/issuu.com\/scottforflorida\/docs\/scott_rick_k-12_policy_booklet_v5_h\/1?e=12026514\/9049392\">latest campaign trail education proposal<\/a>, released Monday.<\/p>\n<p><a href=\"http:\/\/stateimpact.npr.org\/florida\/2013\/11\/18\/school-funding-teacher-evaluations-key-issues-early-in-governors-race\/\">Education has been a top issue<\/a> during the campaign, as <a href=\"http:\/\/stateimpact.npr.org\/florida\/2014\/07\/21\/gov-scott-rolls-out-plan-to-prepare-workers-for-high-tech-jobs\/\">Scott<\/a> and <a href=\"http:\/\/stateimpact.npr.org\/florida\/2014\/08\/07\/crist-wants-to-pause-penalties-during-switch-to-common-core-based-standards\/\">other candidates<\/a> have used the issue to draw contrasts between themselves and their opponents.<\/p>\n<p>Scott&#8217;s proposal would also increase the bonuses paid to teachers who win state and district teacher of the year awards. He also wants to double state funding for school technology to $80 million.<\/p>\n<p><a href=\"http:\/\/issuu.com\/scottforflorida\/docs\/scott_rick_k-12_policy_booklet_v5_h\/1?e=12026514\/9049392\">Here&#8217;s more details on what Scott is proposing:<\/a><\/p>\n<p><!--more--><\/p>\n<h4>Testing<\/h4>\n<p>Scott wants Education Commissioner Pam Stewart to &#8220;conduct a thorough and comprehensive investigation of every standardized test that school districts are requiring their students to take.&#8221; That includes why students take the test, who is taking the test and what the results are used for.<\/p>\n<p>State law only requires schools administer the Florida Standards Assessment and end-of-course exams each year. <a href=\"http:\/\/stateimpact.npr.org\/florida\/2013\/03\/06\/why-hillsborough-county-schools-add-extra-tests-to-the-schedule\/\">Many districts add additional exams throughout the school year,<\/a> some which add information not provided by the state tests and others which are used to double-check the results on state tests.<\/p>\n<p>It&#8217;s unclear whether Scott will review state testing &#8212; <a href=\"http:\/\/stateimpact.npr.org\/florida\/2014\/08\/20\/poll-support-for-common-core-falls-as-awareness-rises\/\">the exams to which parents, teachers and school leaders are most likely to object<\/a>. Those state test results are used to determine grades for public schools, teacher evaluation scores and whether students advance to the next grade or graduate from high school.<\/p>\n<p>The Florida Department of Education said they had no additional details on Scott&#8217;s proposal.<\/p>\n<h4>Standards And Curriculum<\/h4>\n<p>Scott wants to create an independent panel to review Florida&#8217;s standards,<a href=\"http:\/\/stateimpact.npr.org\/florida\/2014\/08\/15\/jeb-bush-florida-standards-not-substantially-different-from-common-core\/\"> which are almost entirely based on the Common Core math and language arts standards<\/a> adopted by dozens of states.<\/p>\n<p>Local school districts would have the final authority for any instructional materials used in classrooms, and Scott wants school boards to listen to public opinions about those decisions.<\/p>\n<p>Florida held a series of public hearings last fall, but <a href=\"http:\/\/stateimpact.npr.org\/florida\/2014\/01\/13\/florida-activists-not-satisfied-with-proposed-common-core-changes\/\">critics of Common Core were not satisfied by the changes<\/a>. Critics were <a href=\"http:\/\/www.flstopcccoalition.org\/news\/2014-08\/scott-latest-attempt-mollify-common-core-critics-review-commission.htm\">similarly unpersuaded by Scott&#8217;s Monday proposal<\/a>.<\/p>\n<h4>Teacher Pay And Bonuses<\/h4>\n<p>Scott wants to increase the bonuses top state and district teachers earn. Florida&#8217;s top teacher would earn $20,000, while every district teacher of the year would earn $10,000.<\/p>\n<p>Scott also wants to create a summer residency program for science, technology, engineering and math teachers. Teachers would spend their summer at technology companies, earn at least a $10,000 stipend and take the experience back to their classroom in the fall.<\/p>\n<p>Scott is facing two Republican challengers in Tuesday&#8217;s primary. He&#8217;s expected to face either Democrat Charlie Crist or Nan Rich in the General Election.
