Marco Rubio wants to change higher education.<\/p><\/div>\n<p>When Sen. Marco Rubio was growing up, his parents gave him an edict:<\/p>\n<p>\u201cFrom a very early age they used to tell us,\u00a0\u2018<em>tu\u00a0tienes\u00a0que\u00a0estudiar<\/em>,\u2019 which means, \u2018you have to study.\u2019 So growing up I don\u2019t ever recall not considering going to college,\u201d Rubio told an audience at Miami-Dade College on Monday.<\/p>\n<p>Rubio talked at length about his education with a crowd of students, advocates and press at a summit presented by\u00a0<em>The National Journal<\/em>\u00a0on Monday. He used his speech to outline what he calls the \u201cgrowing opportunity gap\u201d and explain what he would do to change higher education.<\/p>\n<p>Rubio described how, once he graduated from the University of Miami\u2019s law school, he was surprised he couldn\u2019t afford the repayments on his $100,000 student loan.<\/p>\n<p>\u201cOne of the central problems of our outdated higher education system is that it has become increasingly unaffordable for those who stand to benefit the most,\u201d he said.<\/p>\n<p>And even if students can afford it, Rubio thinks traditional college isn\u2019t a good investment for everyone.<!--more--><\/p>\n<p>\u201cWe are trying to prepare people for the new economy using a higher education system built for the old economy,\u201d he said.<\/p>\n<p>Some of his suggestions for changing higher education:<\/p>\n<ul>\n<li>Consolidate higher education tax benefits for families. \u201cRepresentative [Aaron]\u00a0Schock\u00a0and I have\u00a0<a href=\"http:\/\/schock.house.gov\/news\/documentsingle.aspx?DocumentID=336645\" data-cke-saved-href=\"http:\/\/schock.house.gov\/news\/documentsingle.aspx?DocumentID=336645\">proposed a bill<\/a>\u00a0to update and consolidate higher education tax incentives into one simple, easy-to-understand tax credit.\u201c<\/li>\n<li>Allow students to see the employment and salary statistics for graduates of different majors. \u201cNot all college majors have the same success rate when it comes to connecting students with good jobs. \u2026 This is why I, along with Senator Ron\u00a0Wyden, proposed the\u00a0<a href=\"http:\/\/www.warner.senate.gov\/public\/index.cfm\/pressreleases?ID=b1ece1f5-a00a-4c25-8362-bfadfacd4785\" data-cke-saved-href=\"http:\/\/www.warner.senate.gov\/public\/index.cfm\/pressreleases?ID=b1ece1f5-a00a-4c25-8362-bfadfacd4785\">Student Right to Know Before You Go Act,<\/a>\u00a0which aims to give students reliable data on how much they can expect to make versus how much they can expect to owe.\u201d<\/li>\n<li>Change the way schools are regulated so that it would be easier for online and start-up schools to get accredited. \u201cWe have a broken accreditation system that favors established institutions while blocking out new, innovative and more affordable competitors. \u2026 Congress could establish a new independent accrediting board to ensure the quality of these free courses and make the credits transferable into the traditional system.\u201d<\/li>\n<\/ul>\n<p>While education was the focus of the event, it wasn\u2019t the only policy he discussed.<\/p>\n<div id=\"attachment_21392\"  class=\"wp-caption module image left\" style=\"max-width: 300px;\"><a class=\"fancybox\" title=\"There was a protest outside the hall where Rubio spoke.\" href=\"http:\/\/stateimpact.npr.org\/florida\/files\/2014\/02\/Rubio-protest.jpg\" rel=\"\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-21392\" alt=\"There was a protest outside the hall where Rubio spoke.\" src=\"http:\/\/stateimpact.npr.org\/florida\/files\/2014\/02\/Rubio-protest-300x195.jpg\" width=\"300\" height=\"195\" srcset=\"https:\/\/stateimpact.npr.org\/florida\/files\/2014\/02\/Rubio-protest-300x195.jpg 300w, https:\/\/stateimpact.npr.org\/florida\/files\/2014\/02\/Rubio-protest-620x403.jpg 620w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><p class=\"wp-media-credit\">Wilson Sayre \/ WLRN<\/p><p class=\"wp-caption-text\">There was a protest outside the hall where Rubio spoke.<\/p><\/div>\n<p>Before Rubio\u00a0took the podium to address the opportunity gap, a small group of about 20 people stood outside the lecture hall calling for a reduction in the growing wage gap.<\/p>\n<p>&#8220;Rubio, we want minimum wage, we want it now&#8221; the group chanted, calling for a\u00a0higher\u00a0minimum wage.<\/p>\n<p>Rubio\u00a0has consistently opposed any increase to the minimum wage, calling it a \u201cstale\u201d tool to improve the economic well being of the country.<\/p>\n<p>\u201cI think a better alternative is to have an economy that\u2019s growing faster,\u201d\u00a0Rubio\u00a0said walking into the afternoon\u2019s event. \u201cAnother better alternative would be what I&#8217;ve proposed in terms of wage enhancements, by restructuring the earned income tax credits,\u201d he added.<\/p>\n<p>The goal of his proposal is to make lower paying jobs more attractive, deterring people from seeking unemployment insurance. It is one of a series of initiatives Rubio is expected to roll out to combat the challenges of a struggling middle class.<\/p>\n<p>And later, during a question-and-answer session, Rubio declined to say if he had ever smoked marijuana.<\/p>\n<p>\u201cIf I tell you I haven\u2019t you won\u2019t believe me,\u201d said Rubio. \u201cIf I tell you that I did then kids will look up to me and say, \u2018well I can smoke marijuana \u2018cause look how he made it.\u2019\u201d<\/p>\n<p>During that same session, Rubio also revealed how he got out of his own student debt.<\/p>\n<p>\u201cFortunately, I paid that off with a book I wrote,\u00a0<em>An American Son<\/em>, now available in paperback,\u201d he said.<\/p>\n<p>The political memoir was a\u00a0<em>New York Times<\/em>\u00a0bestseller.<\/p>\n<p>You can watch the speech here:<br \/>\n<iframe loading=\"lazy\" src=\"\/\/www.youtube.com\/embed\/fPykX27C2Oo\" height=\"315\" width=\"560\" allowfullscreen=\"\" frameborder=\"0\"><\/iframe><\/p>\n","protected":false},"excerpt":{"rendered":"<p>When Sen.
