But in the meantime, 30 states have raised pre-K funding on their own. They know we can&#8217;t wait.&#8221;<\/p>\n<p>Obama used his speech to mount an indirect defense of the common-core standards and a more spirited, direct defense of the program that spurred states to adopt them: Race to the Top. This, too, from an administration that has been blamed for threatening the future of the Common Core State Standards by supporting them\u2014and from a president who hasn&#8217;t talked much at all about Race to the Top in recent major speeches. He credits his Race to the Top competitive-grant program with helping raise standards\u2014and performance (which many may argue it&#8217;s too soon to tell).<\/p><\/blockquote>\n<p>Several analyses of the address pointed out that funding universal pre-k is going to be a hurdle. Claudio Sanchez of <a href=\"http:\/\/www.npr.org\/blogs\/itsallpolitics\/2014\/01\/28\/267939585\/inside-the-state-of-the-union-what-the-president-proposed\">NPR<\/a> put it this way:<!--more--><\/p>\n<ul>\n<li>\u201c$75 billion over the next 10 years to expand pre-school programs \u2014 that&#8217;s what the president initially proposed last year by raising cigarette taxes.\u00a0This would be the main source of new funding earmarked for states to enroll all four-year-olds in state-run programs by 2020. But despite the president&#8217;s call Tuesday for making &#8220;high quality pre-K available to every four-year-old,&#8221; it&#8217;s unlikely that Congress is going to take this up, despite growing support in state legislatures.\u201d<\/li>\n<\/ul>\n<p>Education advocates had a generally positive reaction to the president\u2019s stance on early education. But there, too, was a thread of concern about funding for the president\u2019s education platforms:<\/p>\n<ul>\n<li>Kris Perry, executive director of the <a style=\"font-size: 14.44444465637207px;\" href=\"http:\/\/www.ffyf.org\/\">First Five Years Fund<\/a>: \u201cWe only hope that the president will continue this commitment to early learning by calling on Congress to pass and fund the bipartisan\u00a0<a style=\"font-size: 14.44444465637207px;\" href=\"http:\/\/growamericastronger.org\/wp-content\/uploads\/2013\/11\/StrongStartforChildrenAct_Summary_111413.pdf\">Strong Start for America\u2019s Children Act<\/a>. Too many children still lack access to opportunities that will prepare them for success in their future lives and careers. Increased federal funding through this bipartisan bill would enable more young children to participate in high-quality early education and help states develop more robust systems that more than pay for themselves in better education, health and economic outcomes.\u201d<\/li>\n<li>Thomas J. Gentzel of the <a style=\"font-size: 14.44444465637207px;\" href=\"http:\/\/schoolboardnews.nsba.org\/2014\/01\/following-state-of-the-union-nsba-calls-for-prioritization-of-public-education-issues\/\">National School Boards Association<\/a>: \u201cWe welcome the President\u2019s proposals on early childhood education and high-speed Internet access for schools and we ask that the President work closely with local school boards as these initiatives are developed. \u2026 We are deeply concerned about maximizing federal investments in K-12 education. A lack of federal funding in tandem with cuts in state and local funding is jeopardizing local school district operations.\u201d<\/li>\n<li>Randi Weingarten, president of the <a style=\"font-size: 14.44444465637207px;\" href=\"http:\/\/www.aft.org\/\">American Federation of Teachers<\/a>: \u201cWe must build on what the president laid out tonight. It starts with investing in early childhood education, making college affordable, making public schools the center of communities, and, equipping students with essential life skills and offering multiple paths to graduation and the world of work through rigorous career and technical education programs. We need to reject sequestration and austerity, and invest in the services that keep our communities safe and vibrant and our families healthy.\u201d<\/li>\n<\/ul>\n<p>Meanwhile, Motoko Rich at the <a href=\"http:\/\/projects.nytimes.com\/live-dashboard\/2014-state-of-the-union#sha=09fcd8e13\">New York Times<\/a> took exception to the President\u2019s brief mention of STEM (science, technology, engineering and math education):<\/p>\n<ul>\n<li>\u201cThe president singled out Tennessee and Washington, D.C., as making \u201cbig strides in preparing students with skills for the new economy \u2013 problem solving, critical thinking, science, technology, engineering and math.\u201d But their gains came from a low base, and over all, students across the country have made only incremental gains, while achievement gaps between whites and blacks, whites and Hispanics, and low-income and more affluent students stubbornly persist.\u201d<\/li>\n<\/ul>\n<p>And Michael J. Petrelli\u2014<a href=\"http:\/\/www.edexcellence.net\/commentary\/education-gadfly-daily\/flypaper\/my-thoughts-on-the-state-of-the-union\">Flypaper blogger<\/a> for the Fordham Institute and Common Core supporter\u2014had perhaps the most succinct reaction to the State of the Union address we\u2019ve seen. His post in its entirety:<\/p>\n<ul>\n<li>\u201cMr. President:\u00a0<a style=\"font-size: 14.44444465637207px;\" href=\"http:\/\/www.marketplace.org\/topics\/economy\/trouble-common-core\" target=\"_blank\"><b>please<\/b><\/a>,\u00a0<a style=\"font-size: 14.44444465637207px;\" href=\"http:\/\/www.washingtonpost.com\/blogs\/the-fix\/wp\/2014\/01\/24\/obamas-7-state-of-the-union-talking-points-no-3-early-childhood-education\/\"><b>please<\/b><\/a>,\u00a0<a style=\"font-size: 14.44444465637207px;\" href=\"http:\/\/www.politico.com\/morningeducation\/0114\/morningeducation12789.html\"><b>please<\/b><\/a>,\u00a0<a style=\"font-size: 14.44444465637207px;\" href=\"http:\/\/www.politico.com\/story\/2014\/01\/state-of-the-union-like-hitting-the-lottery-102689_Page2.html\"><b>please<\/b><\/a>,\u00a0<a style=\"font-size: 14.44444465637207px;\" href=\"http:\/\/www.slate.com\/blogs\/weigel\/2014\/01\/28\/obama_the_tyrant_a_user_s_guide_for_conservatives.html?wpisrc=burger_bar\"><b>please<\/b><\/a>,\u00a0<a style=\"font-size: 14.44444465637207px;\" href=\"http:\/\/www.ewa.org\/blog-educated-reporter\/state-union-what-education-analysts-expect-hear\"><b>please<\/b><\/a>\u00a0don\u2019t mention the Common Core.\u201d<\/li>\n<\/ul>\n<p>He got his wish; \u201cCommon Core\u201d wasn\u2019t used once during the speech.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>President Barack Obama again asked Congress to expand access to early childhood education programs and defended a major federal grant program, but didn&#8217;t propose any new initiatives.
