Lawmakers had told state education officials to come up with new standards. Rather than adopt a stopgap, Kentucky schools jumped into Common Core with both feet.<\/p>\n<p>But Kentucky hasn&#8217;t seen the backlash against Common Core that other states have. <a href=\"http:\/\/indianapublicmedia.org\/stateimpact\/2013\/10\/18\/backlash-common-core-prevalent-indiana-kentucky\/\">Here&#8217;s our colleagues StateImpact Indiana on why<\/a>:<\/p>\n<blockquote><p>Let\u2019s be clear \u2014 for Kentucky, the Common Core is a clear step up from the academic standards it replaced. The state\u2019s old standards <a href=\"http:\/\/edexcellencemedia.net\/publications\/2010\/201007_state_education_standards_common_standards\/Kentucky.pdf\" target=\"_blank\">got a D<\/a> from the Thomas B. Fordham Institute.<\/p>\n<p>\u201cThe standards for high school resemble those for middle school,\u201d <a href=\"http:\/\/edexcellencemedia.net\/publications\/2010\/201007_state_education_standards_common_standards\/Kentucky.pdf\" target=\"_blank\">according to the report<\/a>. \u201cAt times the standards seem to represent a perpetual remedial course.\u201d<\/p>\n<p><a href=\"http:\/\/edexcellencemedia.net\/publications\/2010\/201007_state_education_standards_common_standards\/Indiana.pdf\" target=\"_blank\">Indiana<\/a>, on the other hand, <a title=\"How Indiana's Academic Standards Stack Up Against The Common Core\" href=\"http:\/\/indianapublicmedia.org\/stateimpact\/2013\/01\/16\/how-indianas-academic-standards-stack-up-against-the-common-core\/\">had top-rated standards<\/a>.<\/p>\n<p>\u201cI think it really shifts the debate from \u2018Is this a slam dunk? Yes,\u2019 to \u2018Should we adopt with additions or with recommendations or with caveats?\u2019\u201d Fordham\u2019s Kathleen Porter-Magee <a href=\"http:\/\/indianapublicmedia.org\/static\/features\/progressreport2\/\">told <em>StateImpact<\/em><\/a>\u00a0at Indiana\u2019s first Common Core hearing.<\/p>\n<p>But in Kentucky, no one is arguing for <a title=\"Why State Education Officials Aren\u2019t Likely To Go Back To Indiana\u2019s Previous Standards\" href=\"http:\/\/indianapublicmedia.org\/stateimpact\/2013\/09\/11\/state-education-officials-indianas-previous-standards\/\" target=\"_blank\">a return to the old standards<\/a>. Kentucky experienced <a href=\"http:\/\/www.courier-journal.com\/article\/20121101\/NEWS0105\/311010117\/\">the predicted drop in passing rates when they switched to a new Common Core-tied exam<\/a>. Florida expects a similar drop.<\/p>\n<p><a href=\"http:\/\/hechingerreport.org\/content\/kentucky-pioneers-common-core-reforms-with-mixed-results_13297\/\">The Hechinger Report found a similar experience in Louisville<\/a>, where schools have yet to see test scores improve following the initial decline. Kentucky school officials said the rest of the country should expect a slow and challenging transition:<\/p>\n<blockquote><p>At Liberty, a school for students at risk of dropping out where <a href=\"http:\/\/education.ky.gov\/federal\/SCN\/Pages\/Qualifying-Data.aspx\">87 percent of students are eligible for free or reduced price lunch<\/a>\u2014a measure of poverty\u2014the faculty has attended multiple district-run trainings on the new standards and overhauled lesson plans. Like educational leaders around the country, they\u2019re putting their faith in Common Core to make significant improvements in student achievement. But after more than two years of effort at Liberty, they have yet to see a substantial increase in test scores\u2014the yardstick that the success of the new standards will ultimately be measured on.<\/p>\n<p>Across the state, test scores are still dismal and state officials have expressed concern that the pace of improvement is not fast enough. Districts have also seen varying success in changing how teachers teach, something that was supposed to dramatically change under the new standards. In 2010 Kentucky was the first of <a href=\"http:\/\/www.corestandards.org\/in-the-states\">45 states<\/a> to adopt the new standards, making the state a test case that others are watching closely as they roll out Common Core and try to manage <a href=\"http:\/\/hechingerreport.org\/content\/in-louisiana-mixed-signals-on-common-core-heighten-schools-anxiety_13204\/\">a growing backlash<\/a> against the standards. So far, the state\u2019s experience suggests it will be a slow and potentially frustrating road ahead.<\/p><\/blockquote>\n<p>Florida is one of 45 states which has fully adopted the Common Core standards.
