Florida Board Of Education Wrestles With What To Call \u201cCommon Core\u201d"},"content":{"rendered":"<div id=\"attachment_20373\"  class=\"wp-caption module image right\" style=\"max-width: 199px;\"><a class=\"fancybox\" title=\"The Florida State Board of Education meeting took a turn for the theatrical on Tuesday.\" href=\"http:\/\/stateimpact.npr.org\/florida\/files\/2013\/10\/stockimages-theater.jpg\" rel=\"\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-20373\" alt=\"The Florida State Board of Education meeting took a turn for the theatrical on Tuesday.\" src=\"http:\/\/stateimpact.npr.org\/florida\/files\/2013\/10\/stockimages-theater-199x300.jpg\" width=\"199\" height=\"300\" srcset=\"https:\/\/stateimpact.npr.org\/florida\/files\/2013\/10\/stockimages-theater-199x300.jpg 199w, https:\/\/stateimpact.npr.org\/florida\/files\/2013\/10\/stockimages-theater.jpg 266w\" sizes=\"(max-width: 199px) 100vw, 199px\" \/><\/a><p class=\"wp-media-credit\">stockimages \/ freedigitalphotos.net<\/p><p class=\"wp-caption-text\">The Florida State Board of Education meeting took a turn for the theatrical on Tuesday.<\/p><\/div>\n<p>In all the attention surrounding <a href=\"http:\/\/stateimpact.npr.org\/florida\/2013\/10\/15\/ten-posts-explaining-floridas-debate-over-common-core-education-standards\/\">the Common Core hearings<\/a> Florida is holding this week, it would have been easy to miss a curious exchange at Tuesday\u2019s State Board of Education meeting.<\/p>\n<p>Going into the meeting, some of the most-watched items included a vote on whether or not Florida should extend a <a href=\"http:\/\/stateimpact.npr.org\/florida\/2013\/08\/13\/is-floridas-school-grading-system-too-complicated\/\">safety-net<\/a> that prevents schools from dropping more than one letter grade at a time (it should, the board voted) and a decision on whether or not to include <a href=\"http:\/\/www.tampabay.com\/news\/education\/k12\/florida-board-of-education-reviews-common-core-standards\/2147392\">reading samples in the appendix<\/a> of the Common Core standards (Florida won\u2019t, said the board).<\/p>\n<p>But it was during a discussion of a communications strategy around the new standards that things took a turn. At one point, the board members and presenters got into a long debate about how to even use the phrase \u201cCommon Core.\u201d<\/p>\n<p>The tussle over language was reminiscent of a scene from <i><a href=\"http:\/\/www.youtube.com\/watch?v=anez-ch-OAE\">Waiting for Godot<\/a><\/i>\u2014ambiguous, circular, full of heady themes. (Alternately, depending on your sense of humor, it had a whiff of Abbot and Costello\u2019s <i><a href=\"http:\/\/www.youtube.com\/watch?v=airT-m9LcoY\">Who\u2019s on First<\/a><\/i> sketches.)<\/p>\n<p><iframe loading=\"lazy\" src=\"\/\/www.youtube.com\/embed\/anez-ch-OAE\" height=\"315\" width=\"560\" allowfullscreen=\"\" frameborder=\"0\"><\/iframe><\/p>\n<p>With that in mind, we scripted a few of the more theatrical moments from the meeting. Feel free to give it a dramatic reading of your own:<!--more--><\/p>\n<blockquote><p><i>Scene opens in Tampa. JOE FOLLICK, communications director for the Florida Department of Education is giving a presentation on communication strategies for Florida\u2019s new education standards. Other players in the room include PAM STEWART, the newly appointed state commissioner of education, and KATHLEEN SHANAHAN, board member.<\/i><\/p>\n<p><strong>SHANAHAN<\/strong> [<i>piping up as FOLLICK opens the floor to questions<\/i>] So the teachers that are teaching Common Core in K through 3 right now\u2014what are they going to be told that they\u2019re teaching? Florida standards or high standards or ELA and math?<\/p>\n<p><strong>FOLLICK<\/strong> Yes. [<i>a beat<\/i>]<\/p>\n<p>These, they\u2026 Commissioner?<\/p>\n<p><strong>STEWART<\/strong> [<i>speaking gets louder as the mic turns on<\/i>] I just would tell you they\u2019re continuing on until such time as this board takes action otherwise, they are continuing as they started this school year.<\/p>\n<p><strong>SHANAHAN<\/strong> Teaching Common Core?<\/p>\n<p><strong>STEWART<\/strong> That\u2019s right.<\/p>\n<p><strong>FOLLICK<\/strong> Common Core state standards.<\/p>\n<p><strong>STEWART<\/strong> Well, it, lemme clarify that just a little bit \u2026<\/p>\n<p><strong>SHANAHAN<\/strong> [<i>frustrated laugh<\/i>] I mean we see the confusion [<i>STEWART tries to interject: let!, let!]<\/i> that happens so\u2026<\/p>\n<p>I just, that\u2019s why, I\u2019m not, I\u2019m not, I mean we rename it or whatever. \u2026 [<i>STEWART continues trying to break in<\/i>, <i>SHANAHAN keeps talking<\/i>]<i> <\/i><\/p>\n<p>But we\u2019ve got a lot of teachers currently in the state of Florida teaching Common Core standards and training Common Core standard\u2014you know, that you lead all summer. And I think if there\u2019s evolution to a new name, we just need to bring them along so they don\u2019t feel disenfranchised to higher standards.<\/p>\n<p><strong>STEWART<\/strong> [<i>speaking clearly, assertively now that she has the floor<\/i>] I just want to clarify one thing: it is, it is Common Core state standards that were adopted by this board in July of 2010&#8211;in K1 and 2 this year. [<i>SHANAHAN nods along and murmurs agreement<\/i>] It is a blended course description in 3 through 12. So that we are sure that we are covering the standards that will be assessed on FCAT.<\/p>\n<p>[<i>A few minutes later, still in the conference room<\/i>]<\/p>\n<p><strong>SHANAHAN<\/strong> [<i>addresses FOLLICK with a very deliberate tone<\/i>] Are you going to use \u201cCommon Core state standards\u201d in your communications plan?<\/p>\n<p><strong>FOLLICK<\/strong> [<i>even more deliberate and slow\u2014as if he\u2019s choosing every word carefully<\/i>] As the commissioner said earlier, what we\u2019ve done with the flstandards.org website right now is to make sure that we\u2019re gathering comments from the public on the standards that were passed by the board in 2010.<\/p>\n<p>This is step 1 in an effort to then begin explaining what standards mean to the public. I think what we understand standards to mean around this room, and what the public understands them to mean, is a uh, is a different thing. So we\u2019re going to listen to the public over the next three days in person and via the comments we have through the Internet and via email. And then we\u2019re going to assess what their level of understanding is with\u2014not just with the standards adopted in 2010\u2014but the standards outside of that as well. And after we review those comments, we will then be seeing what those needs are. Seeing what needs to be explained what people don\u2019t understand and do understand.<\/p>\n<p><strong>SHANAHAN<\/strong> So is that a \u201cyes\u201d or a \u201cno\u201d? I\u2019m sorry.
