Rick Scott on his Education Listening Tour of Florida schools.\" src=\"http:\/\/stateimpact.npr.org\/florida\/files\/2012\/11\/Pam-Stewart.jpg\" width=\"288\" height=\"215\" \/><\/a><p class=\"wp-media-credit\">FLGOVSCOTT\/flickr<\/p><p class=\"wp-caption-text\">New Education Commissioner Pam Stewart likely will find herself caught in the middle as Florida&#39;s schools chief.<\/p><\/div>\n<p>The State Board of Education removed the first word from interim Education Commissioner Pam Stewart\u2019s title last week.<\/p>\n<p>But Board member Kathleen Shanahan had a strange question for a job interview: Tell me again who you work for?<\/p>\n<p>\u201cAnd I just want to make sure from Pam, that she understands \u2013 with full clarity \u2013 who she reports to?&#8221; Shanahan asked.<\/p>\n<p>\u201cKathleen, I think that we all know that we serve many masters,\u201d Stewart responded. \u201cBut, ultimately, this board is the boss of the commissioner of education and I am fully aware of that and understand that.&#8221;<\/p>\n<p>Shanahan\u2019s question was prompted by two years education commissioner turnover. Five people have served as Florida\u2019s education commissioner since Gov. Rick Scott took office in 2011.<\/p>\n\n<p><!--more--><\/p>\n<p>Eric Smith was forced out in 2011 when Scott took office.<\/p>\n<p>John Winn filled in as interim, until Gerard Robinson was hired in 2011. But <a href=\"http:\/\/stateimpact.npr.org\/florida\/2012\/07\/31\/florida-education-commissioner-submits-resignation\/\">Robinson left a year later<\/a> to be closer to his family in Virginia and following errors with school grades.<\/p>\n<p>Stewart stepped in as interim chief until <a href=\"http:\/\/stateimpact.npr.org\/florida\/2012\/12\/12\/indiana-superintendent-tony-is-floridas-next-education-commissioner\/\">Tony Bennett took over in January<\/a>. Jeb Bush helped transform the state into America\u2019s education laboratory with new ideas, like expanding school choice and retaining third graders who read well below grade level.\u00a0 Those policies have also drawn criticism and a well-organized opposition.<\/p>\n<p>Florida is also a large swing state where everything is politicized.<\/p>\n<p>Jim Horne is a former Republican lawmaker who served as education commissioner under Bush. He now works in public affairs, including lobbying for charter schools.<\/p>\n<p>\u201cFlorida is in a prominent position,\u201d Horne said. \u201cThat can be good and bad. That gives the commissioner of education in the state of Florida a bully pulpit where they have instant credibility around the country. The negative part of that is you\u2019re in the spotlight.\u201d<\/p>\n<p>Horne says there are plenty of ways to trip up an Education Commissioner.<\/p>\n<p>Testing and school grades are high-profile issues so any problems or mistakes become a big deal.<\/p>\n<p>There\u2019s the sprawling scope of the agency. In addition to K-12, the commissioner oversees the Florida College System, disabilities services for the blind and more.<\/p>\n<p>And often, the commissioner is trying to work with groups whose interests conflict.<\/p>\n<p>School districts may want more money for technology or teacher merit pay, but the governor, lawmakers or the State Board of Education may disagree.<\/p>\n<p>\u201cThere\u2019s just a natural tug-of-war that you get pulled on,\u201d Horne said. \u201cAnd then you add some partisan politics to it and it\u2019s even more difficult.\u201d<\/p>\n<p>Florida switched from an elected commissioner to an appointed one in 2003. Rick Scott for sending mixed messages on education.<\/p>\n<p>First he wanted to cut funding. The past two years he sought more money for schools.<\/p>\n<p>Now Scott isn\u2019t giving a clear answer on Florida\u2019s new math and English standards, known as Common Core. Critics of the standards have grown more vocal in recent months, including Scott\u2019s Tea Party base.<\/p>\n<p>\u201cThere seems to be a lack of clarity in who is making the decisions,\u201d she said.<\/p>\n<p>Looming over every education decisions is Bush. His two foundations work to promote and preserve his education ideas in Florida and other states, including issuing report cards for Florida lawmakers. Bush endorses candidates in local school board, legislative and statewide races.<\/p>\n<p>And Bush is one of the most vocal supporters of Common Core.<\/p>\n<p>During last week\u2019s State Board of Education meeting, <a href=\"http:\/\/stateimpact.npr.org\/florida\/2013\/09\/17\/a-scott-bush-split-on-state-board-of-education\/\">two former Bush staffers criticized Scott\u2019s leadership on education issues<\/a>. Later in the week, Bush said Scott had told him he supports Common Core.<\/p>\n<p>Horne said the perception of Bush as education Godfather is exaggerated.<\/p>\n<p>\u201cYes, he is a national player,&#8221; Horne said. &#8220;He influences many things, many areas. Not just Florida but also in other states. That doesn\u2019t mean he\u2019s a puppeteer trying to pull the strings of everybody and make things happen.&#8221;<\/p>\n<p>Castor said commissioners are wise to listen to any former governor.<\/p>\n<p>Stewart steps into a tough position \u2013 what Shanhan has called a crisis time. She must make big decisions on how to rewrite the <a href=\"http:\/\/stateimpact.npr.org\/florida\/2013\/08\/13\/is-floridas-school-grading-system-too-complicated\/\">state\u2019s school grading formula<\/a> and which <a href=\"http:\/\/stateimpact.npr.org\/florida\/2013\/07\/15\/explaining-floridas-choices-for-its-next-standardized-test\/\">test should replace FCAT<\/a>.<\/p>\n<p>Stewart is from Florida and not a \u201crising star\u201d \u2013 often with a reputation &#8212; plucked from a national search.<\/p>\n<p>Castor said that\u2019s an advantage as she tries to balance all the demands of her.<\/p>\n<p>\u201cI know Pam Stewart. She is a good person. She is an educator,\u201d she said. \u201cI think with her background she will try to do the right thing. But she\u2019s going to have a lot of people to listen to.
