{"id":19297,"date":"2013-06-25T15:45:35","date_gmt":"2013-06-25T19:45:35","guid":{"rendered":"http:\/\/stateimpact.npr.org\/florida\/?p=19297"},"modified":"2013-06-26T11:03:51","modified_gmt":"2013-06-26T15:03:51","slug":"progressive-groups-target-alec-for-damaging-influence-on-education","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/florida\/2013\/06\/25\/progressive-groups-target-alec-for-damaging-influence-on-education\/","title":{"rendered":"Progressive Groups Target ALEC For &#8220;Damaging Influence&#8221; On Education"},"content":{"rendered":"<div id=\"attachment_19298\"  class=\"wp-caption module image right\" style=\"max-width: 293px;\"><a href=\"http:\/\/stateimpact.npr.org\/florida\/2013\/06\/25\/progressive-groups-target-alec-for-damaging-influence-on-education\/blocks\/\" rel=\"attachment wp-att-19298\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-19298\" alt=\"Left-leaning groups blame ALEC for bad education policy around the country.\" src=\"http:\/\/stateimpact.npr.org\/florida\/files\/2013\/06\/blocks.jpg\" width=\"293\" height=\"272\" \/><\/a><p class=\"wp-media-credit\">sheelamohan\/freedigitalphotos.net<\/p><p class=\"wp-caption-text\">Left-leaning groups blame ALEC for bad education policy around the country.<\/p><\/div>\n<p>An organization which <a href=\"http:\/\/stateimpact.npr.org\/florida\/2013\/03\/15\/alec-posts-library-of-pre-written-legislation\/ \">crafts model legislation for states<\/a> is catching blame for education policies it has supported around the country.<\/p>\n<p>The American Legislative Exchange Council \u2013<a href=\"http:\/\/www.alec.org\/\"> better known as ALEC<\/a> &#8211; describes itself as a non-profit, non-partisan organization that focuses on policy relating to &#8220;free markets, limited government and constitutional division of powers between the federal and state governments.&#8221;<\/p>\n<p>Former Gov. Jeb Bush describes ALEC as \u201c<a href=\"http:\/\/stateimpact.npr.org\/florida\/2012\/06\/11\/a-qa-with-former-florida-gov-jeb-bush\/ \">a group of reform-minded center-right legislators<\/a> that convene. They have a policy focus.\u201d<\/p>\n<p>ALEC is in the cross hairs of nine left-of-center groups that put together a report detailing its \u201cdamaging influence\u201d on public education policy.<\/p>\n<p>Their feelings are clear in the report&#8217;s title \u2013 <a href=\"http:\/\/www.progressflorida.org\/sites\/all\/files\/alecvkids.pdf\">ALEC v. Kids: ALEC&#8217;s Assault On Public Education<\/a>.<\/p>\n<p><!--more--><\/p>\n<p>So what do these groups believe ALEC has done wrong?<\/p>\n<p><a href=\"http:\/\/www.progressflorida.org\/\">Progress Florida<\/a> political director Damien Filer issued this statement:<\/p>\n<blockquote>\n<p style=\"padding-left: 30px;\">ALEC provides Florida members with \u201cissue alerts,\u201d \u201ctalking points,\u201d and \u201cpress release templates\u201d expressing support or opposition to state legislation, despite its claims that \u201cALEC does not lobby in any state.\u201d<\/p>\n<p style=\"padding-left: 30px;\">The organization also tracks the status of its model bills in legislatures and bills it does not like, and sends its employees to testify in support of its bills in state houses across the country. ALEC model legislation has been introduced in Florida\u2019s legislature, at times word for word.<\/p>\n<p style=\"padding-left: 30px;\">Despite claims to the contrary, ALEC\u2019s agenda is not based upon ideology, but rather upon financial rewards for its corporate funders.<\/p>\n<\/blockquote>\n<p>The report notes that ALEC&#8217;s \u201ccorporate members pay $7,000 to $25,000 to join, and have opportunities for greater sponsorship.\u201d<\/p>\n<p>Among the report&#8217;s findings:<\/p>\n<ul>\n<li>The Foundation for Excellence in Education (FEE) was founded by Jeb Bush in 2008, intended to reform education. ALEC listed FEE as a member in 2011. Both FEE and ALEC share funders, including ALEC members<a href=\"http:\/\/stateimpact.npr.org\/florida\/tag\/k12\/\"> K12 Inc.<\/a>, Amplify, State Farm Insurance, and Microsoft.<\/li>\n<li>FEE\u2019s board and staff have deep ties to ALEC. FEE\u2019s research received a \u201cBunkum Award\u201d from the National Education Policy Center for consistently using false and deceptive \u2018research\u2019 work to promote former Bush\u2019s policies.<\/li>\n<li>ALEC\u2019s model \u2018Special Needs Scholarship Program Act\u2019 is based on the Florida McKay scholarships, which are wrought with problems. There is no mechanism in Florida law to measure the academic achievement of students using the scholarships. For more than a decade, Florida has spent millions on the scholarships, without any mechanism to assess the efficacy of the program.<\/li>\n<\/ul>\n<p>\u201cFloridians need to know who is representing, and how cozy their lawmakers are with, the for-profit education industrial complex,\u201d said Mark Ferrulo, executive director of Progress Florida. \u201cWe will continue to shine a bright light on ALEC and the lawmakers doing their dirty work for as long as their assault on our neighborhood public schools continues.\u201d<\/p>\n<p>We&#8217;ve asked the folks at ALEC for their opinion about the report. We&#8217;ll post their comments when we get them.<\/p>\n<p>UPDATE: ALEC and the Foundation for Excellence in Education have responded. <a href=\"http:\/\/stateimpact.npr.org\/florida\/2013\/06\/26\/groups-dismiss-report-critical-of-alecs-influence-over-education-policy\/\">Read them here<\/a>.<\/p>\n<p>In addition, a spokesman for a group named in the report says his group is not affiliated with ALEC. &#8220;Amplify has never been a member of ALEC,&#8221; Amplify spokesman Justin Hamilton told StateImpact Florida.\u00a0Wireless Generation was a member of ALEC in 2009, and it was bought and folded into a new company &#8211; called Amplify.
