Rick Scott&#39;s proposed teacher raises, but he says local districts ultimately decide how to spend the money.<\/p><\/div>\n<p>House Speaker Will Weatherford met with reporters at the Capitol late Thursday.<\/p>\n<p>He answered a variety of questions, including one that has been plaguing him about proposed teacher raises.<\/p>\n<p>Weatherford told reporters Thursday that most of the billion or so dollars being added to the House education budget next year will go toward teacher salaries.<\/p>\n<p>But he said the law doesn\u2019t allow state government to dictate how local school districts spend money.<\/p>\n<p>\u201cWe basically write a lump sum to each school district, and then that money is collectively bargained between the union and the school board and the superintendent,\u201d Weatherford said. \u201cSo we can\u2019t really micromanage that process.\u201d<\/p>\n<p><!--more--><\/p>\n<p>Gov. Rick Scott took a dig at the draft House budget earlier this week, saying &#8220;I find it interesting that <a href=\"http:\/\/miamiherald.typepad.com\/nakedpolitics\/2013\/03\/gov-scott-chides-weatherford-on-teacher-pay-raise-issue.html\">the Speaker&#8217;s against the pay raise for classroom teachers<\/a>, but he&#8217;s okay with an\u00a0across the board pay raise for state workers.\u201d<\/p>\n<p>Weatherford responded with a tweet: \u201cHis staff should reread our budget!\u201d<\/p>\n<p>There\u2019s also the issue of funding for the newly created <a href=\"http:\/\/stateimpact.npr.org\/florida\/2012\/05\/25\/usf-polytechnic-starts-transition-into-standalone-university\/\">Florida Polytechnic University<\/a>.<\/p>\n<p>The Senate education budget committee\u2019s first look at proposed education funding for next year\u00a0doesn&#8217;t\u00a0include money for what has been billed as Florida\u2019s 12<sup>th<\/sup> state university.<\/p>\n<p>The reason, according to the committee chairman, is that <a href=\"http:\/\/www.tampabay.com\/blogs\/the-buzz-florida-politics\/florida-poly-future-unclear-weatherford-says\/2110513\">school leaders never responded to his request for information<\/a> about how they plan to spend the money.<\/p>\n<p>Weatherford expects that when the Senate rolls out the entire budget, Polytechnic will be included.<\/p>\n<p>\u201cWe\u2019re $100 million into it,\u201d Weatherford said. \u201cTo just defund it I don\u2019t think is the answer.\u201d<\/p>\n<p>But Weatherford said he\u2019s open to the possibility that Polytechnic won\u2019t be the state\u2019s 12<sup>th<\/sup> university and instead will be connected to an existing institution.<\/p>\n<p>\u201cThe Board of Governors and Board of Trustees should get creative about what that institution could be,\u201d Weatherford said, \u201cwhether it\u2019s linked up with another existing university in Florida or talking to people outside of Florida like MIT or Caltech&#8230;and see if we can\u2019t bring some of that talent to Florida.\u201d<\/p>\n<p>We&#8217;ll have more next week about Weatherford\u2019s own schooling and his hopes for non-traditional education in Florida.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>House Speaker Will Weatherford met with reporters at the Capitol late Thursday.
