{"id":16866,"date":"2013-02-20T13:11:15","date_gmt":"2013-02-20T18:11:15","guid":{"rendered":"http:\/\/stateimpact.npr.org\/florida\/?p=16866"},"modified":"2013-02-20T13:13:13","modified_gmt":"2013-02-20T18:13:13","slug":"legislation-gives-florida-school-districts-more-flexibility-on-class-sizes","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/florida\/2013\/02\/20\/legislation-gives-florida-school-districts-more-flexibility-on-class-sizes\/","title":{"rendered":"Legislation Gives Florida School Districts More Flexibility On Class Sizes"},"content":{"rendered":"<div id=\"attachment_16868\"  class=\"wp-caption module image right\" style=\"max-width: 300px;\"><a href=\"http:\/\/stateimpact.npr.org\/florida\/2013\/02\/20\/legislation-gives-florida-school-districts-more-flexibility-on-class-sizes\/class1-by-jeremy-wilburn\/\" rel=\"attachment wp-att-16868\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-16868\" title=\"\" src=\"http:\/\/stateimpact.npr.org\/florida\/files\/2013\/02\/Class1-by-Jeremy-Wilburn.jpg\" alt=\"\" width=\"300\" height=\"187\" \/><\/a><p class=\"wp-media-credit\">Jeremy Wilburn\/flickr<\/p><p class=\"wp-caption-text\">Schools will have more flexibility carrying out Florida&#39;s class size amendment under a bill proposed in the Florida Legislature.<\/p><\/div>\n<p>A bill that would change the way schools are penalized for <a href=\"http:\/\/stateimpact.npr.org\/florida\/tag\/class-sizes\/\">not complying with class size requirements<\/a> is getting bipartisan support so far in Tallahassee.<\/p>\n<p>The <a href=\"http:\/\/www.myfloridahouse.gov\/Sections\/Committees\/committeesdetail.aspx?SessionId=73&amp;CommitteeId=2711\">House Choice and Innovation panel<\/a> made a few tweaks to the legislation and approved it Wednesday with just one member voting against it.<\/p>\n<p>Voters approved a constitutional amendment in 2002 forcing schools to shrink the number of students per teacher, depending on the grade level.<\/p>\n<p>Schools that don\u2019t meet those requirements pay a financial penalty based on each class that\u2019s out of compliance.<\/p>\n<p><a href=\"http:\/\/www.myfloridahouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=49413\">The new proposal would change how the penalty is determined.<\/a><\/p>\n<p>\u201cCurrently it is done on a class by class basis,\u201d said Rep. George Moraitis, R-Fort Lauderdale, the bill\u2019s sponsor. \u201cThis would change it to a school wide average, which is the same as the charter schools have.\u201d<\/p>\n<p><!--more--><\/p>\n<p>Charter schools are public schools that are privately operated.<\/p>\n<p>Moraitis said most classes will still have to meet the requirements in order to achieve the appropriate school wide average. <a href=\"http:\/\/ballotpedia.org\/wiki\/index.php\/Florida_Class_Size,_Amendment_8_%282010%29\">A constitutional amendment making a similar change<\/a> was proposed in 2010, but failed to win a 60 percent majority required for passage.<\/p>\n<p><a href=\"http:\/\/www.fldoe.org\/classsize\/\">The maximum number of students<\/a> allowed per teacher:<\/p>\n<ul>\n<li>Pre-K through Grade 3 &#8212; 18<\/li>\n<li>Grades 4 through 8 &#8212; 22<\/li>\n<li>Grades 9 through 12 &#8212; 25<\/li>\n<\/ul>\n<p>Besides giving districts flexibility, the bill could save taxpayers some money.<\/p>\n<p>The state provides money to districts for class size compliance \u2013 almost $25-billion since 2003.<\/p>\n<p>It\u2019s no surprise that districts support the proposal. Miami-Dade County Superintendent\u00a0Alberto Carvalho told lawmakers it\u2019s fair.<\/p>\n<p>\u201cAll accountability provisions should be equitable for all providers of public education in the state,\u201d Carvalho said. \u201cRight now, there is a dichotomy in terms of the application of accountability for class size in terms of who the provider is \u2013 traditional vs. charter.\u201d<\/p>\n<p>Carvalho said the bill will alleviate cases where schools are in full compliance until a large family moves to a new school zone or students who qualify for honors courses can\u2019t take them because those classes are full.<\/p>\n<p>Georgia Slack, a lobbyist for Broward County Public Schools and a consortium of school boards, said the goal is not to change class size requirements.<\/p>\n<p>\u201cWe are just trying to put a more reasonable approach to the penalty,\u201d Slack said. \u201cEvery penalty we pay is money that we take away from the students\u2019 academic curriculum.\u201d<\/p>\n<p>Rep. Michelle Rehwinkel-Vasilinda, D-Tallahassee, voted yes on the bill.<\/p>\n<p>&#8220;I am absolutely a proponent of smaller class size,&#8221; she said, &#8220;but I understand that the school districts need flexibility.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A bill that would change the way schools are penalized for not complying with class size requirements is getting bipartisan support so far in Tallahassee.
