{"id":14712,"date":"2012-11-08T11:41:09","date_gmt":"2012-11-08T16:41:09","guid":{"rendered":"http:\/\/stateimpact.npr.org\/florida\/?p=14712"},"modified":"2012-11-08T11:41:11","modified_gmt":"2012-11-08T16:41:11","slug":"why-performance-funding-will-mean-tougher-admission-standards-in-florida","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/florida\/2012\/11\/08\/why-performance-funding-will-mean-tougher-admission-standards-in-florida\/","title":{"rendered":"Why Performance Funding Will Mean Tougher Admission Standards In Florida"},"content":{"rendered":"<div id=\"attachment_14713\"  class=\"wp-caption module image left\" style=\"max-width: 300px;\"><a href=\"http:\/\/stateimpact.npr.org\/florida\/2012\/11\/08\/why-performance-funding-will-mean-tougher-admission-standards-in-florida\/college-grad\/\" rel=\"attachment wp-att-14713\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-14713\" title=\"college grad\" src=\"http:\/\/stateimpact.npr.org\/florida\/files\/2012\/11\/college-grad.jpg\" alt=\"\" width=\"300\" height=\"223\" \/><\/a><p class=\"wp-media-credit\">CityCollegeHWD\/flickr<\/p><p class=\"wp-caption-text\">A performance based funding system would bring more money to Florida colleges and universities with the highest graduation rates.<\/p><\/div>\n<p>What will a performance funding system for Florida\u2019s post-secondary institutions look like?<\/p>\n<p>State University System Chancellor Frank Brogan <a href=\"http:\/\/www.flbog.edu\/about\/performance_funding.php\">defines it<\/a> as \u201cawarding money to institutions based on performance in key measures of student success.\u201d<\/p>\n<p>The Florida Board of Governors (BOG) is meeting today at New College of Florida in Sarasota and discussing the idea.<\/p>\n<p>BOG Vice Chairman Mori Hosseini said a performance funding system should include a measure of students who graduate in a reasonable period of time.<\/p>\n<p>\u201cHow many of our kids come to university that should not be in university; that after six years, they don\u2019t graduate and they leave with $21,000 average in debt? That\u2019s devastating to a family,\u201d Hosseini said.<\/p>\n<p><!--more--><\/p>\n<p>He said universities need to grow &#8212; in the right direction. Hosseini said that means not accepting students that \u201cyou know from day one\u201d are not going to graduate.<\/p>\n<p>The BOG is requesting $118 million from the Legislature for universities <a href=\"http:\/\/www.flbog.edu\/documents_meetings\/0135_0654_5088_505a%20BUD%2003a%20BUD%20kuntz_accountability_framework_presentation%20%5BCompatibility%20Mode%5D.pdf\">based on specific goals<\/a>, including:<\/p>\n<ul>\n<li>Improving graduation and retention rates<\/li>\n<li>Ensuring access to baccalaureate degrees<\/li>\n<li>Increasing graduate education opportunities<\/li>\n<li>Increasing support for critical research<\/li>\n<\/ul>\n<p>So far, board members have identified about 40 metrics for measuring how such funding would be allocated. That number will be whittled down significantly.<\/p>\n<p>\u201cI think once you get to the point of having 40 metrics for anything, it\u2019s easy to lose focus on really what\u2019s important,&#8221; said Tom Kuntz, vice chairman of the BOG Budget Committee.<\/p>\n<p>Kuntz said the intent of Wednesday\u2019s discussion was \u201cnot to reach any conclusions,\u201d but to provide an update and take feedback.<\/p>\n<p>The budget committee heard a presentation based on a report from the Center for American Progress. It looks at best practices in six states that use performance-based funding.<\/p>\n<p><a href=\"http:\/\/www.flbog.edu\/documents_meetings\/0135_0654_5088_505%20BUD%2003a%20-%20performance_funding_paper_6_state_update.pdf\">From the report:<\/a><\/p>\n<p style=\"padding-left: 30px;\"><em>Performance-based funding is a system based on allocating a portion of a state\u2019s higher education budget according to specific performance measures such as course completion, credit attainment, and degree completion, instead of allocating funding based entirely on enrollment.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>It is a model that provides a fuller picture of how successfully institutions have used their state appropriations to support students throughout their college careers and to promote course and degree completion. <\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>Furthermore, this funding structure incorporates both enrollment and performance metrics as incentives for colleges to continue to make progress on these important objectives.<\/em><\/p>\n<p>Board members expect to make some decisions at their next meeting in January.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>What will a performance funding system for Florida\u2019s post-secondary institutions look like?
