His son attends Florida State University, where his Bright Futures scholarship last year covered just a portion of the tuition and none of the fees.<\/p>\n<p>Now, Estep\u2019s son is working his way through school while friends enjoy the benefits of having a prepaid plan along with Bright Futures money.<\/p>\n<p>The Bright Futures program is on shaky ground as more students qualify for scholarships and the state has less money to pay for them.<\/p>\n<p>A student\u2019s financial need is not considered. The awards are based solely on grades, scores on college admission tests, and community service.<\/p>\n<p>\u201cI\u2019m not saying take it away from somebody who earned it,\u201d said Estep. &#8220;But if they have a scholarship already, it seems to me at some point somebody shouldn\u2019t be getting money back to go out to dinner or to go on spring break.\u201d<\/p>\n<p><!--more--><\/p>\n<p>Many students don&#8217;t need Bright Futures to attend college. They agreed to pay the money and they should not now have the football snatched away like Lucy in &#8216;Peanuts,&#8217;\u201d said Sanchez. \u201cThey had the foresight to do that.\u201d<\/p>\n<p>The Bright Futures program has awarded <a href=\"http:\/\/stateimpact.npr.org\/florida\/tag\/bright-futures\/\">more than $3.2 billion in scholarships<\/a> over the last 15 years.<\/p>\n<p>It\u2019s funded in part by revenue from <a href=\"http:\/\/flalottery.com\/inet\/educationBrightFuture.do\">the Florida Lottery<\/a>.<\/p>\n<p>Lottery sales have been flat in recent years while college tuition has jumped.<\/p>\n<p>Lawmakers <a href=\"http:\/\/www.floridastudentfinancialaid.org\/SSFAD\/bf\/pdf\/bffaq.pdf\">made some changes to keep the program afloat<\/a>. So far, they\u2019ve chosen to continue awarding scholarships based only on merit.<\/p>\n<p><a href=\"http:\/\/www.jamesmadison.org\/wp-content\/uploads\/Backgrounder_BrtFuturesSchlrshpEval_KnappFeb12.pdf\">A report this year<\/a> by the James Madison Institute found that plenty of financial aid programs are available for those who need help with school.<\/p>\n<p>Sanchez said the report offers a solution for rationing out the dwindling Bright Futures money.<\/p>\n<p>\u201cOne way to do it would be to reward students who really try hard by <a href=\"http:\/\/www.floridastudentfinancialaid.org\/SSFAD\/bf\/acadrequire.htm\">raising the bar of eligibility<\/a> rather than giving more students money that really doesn\u2019t go far enough,\u201d said Sanchez.<\/p>\n<p>But others think Bright Futures would be much stronger if it had always taken into account a student\u2019s financial need as well as academic success.<\/p>\n<p>We\u2019ll have more on the changes in Bright Futures Monday.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Florida Bright Futures Scholarship Program and the Florida Prepaid College Plan are not mutually exclusive.
