That means Florida students improved by more than two grade levels during the 19-year period studied.<\/p>\n<p>Those gains came despite Florida ranking at the bottom of states for increasing per pupil spending.<\/p>\n<p><!--more--><\/p>\n<p>The United States as a whole ranks 25th out of 49 countries in student test-score gains over a 14-year period.<\/p>\n<p>\u201cIf, however, the entire country performed at the level of Florida,\u201d said Harvard researcher Eric Hanushek, \u201cthe U.S. would have ranked considerably higher among the participating countries.\u201d<\/p>\n<p><strong>The top ten states in test-score improvement:<\/strong><\/p>\n<ol>\n<li>Maryland<\/li>\n<li>Florida<\/li>\n<li>Delaware<\/li>\n<li>Massachusetts<\/li>\n<li>Louisiana<\/li>\n<li>South Carolina<\/li>\n<li>New Jersey<\/li>\n<li>Kentucky<\/li>\n<li>Arkansas<\/li>\n<li>Virginia<\/li>\n<\/ol>\n<p>The authors noted that southern states that began to adopt education reform measures in the 1990s outpaced Midwestern states. Five of the top 10 states were in the South.<\/p>\n<p>\u201cThe results of this study clearly show the incredible accomplishments of our learners,\u201d said Florida Education Commissioner Gerard Robinson. \u201cI am confident that our state is on the right path to providing world-class education to our students.\u201d<\/p>\n<p>The report, \u201c<a href=\"http:\/\/www.hks.harvard.edu\/pepg\/PDF\/Papers\/PEPG12-03_CatchingUp.pdf\">Achievement Growth: International and U.S. State Trends in Student Performance<\/a>,\u201d was produced by Harvard University&#8217;s Program on Education Policy and Governance.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Florida ranked second in the nation in gains on a national education test, according to a study released by Education Next.
