The Toledo City Council on turned down a request top open a “blended” charter school in downtown Toledo. The school would be one of several new charter schools being opened by a subsidiary of for-profit education conglomerate Pearson that offer a “blend” of online lessons at home and in-person lessons at school buildings.

Tom Lemon, the city’s plan commission director, said that because the building is within an entertainment district, the spacing requirements would not apply.
