State audit: Orange schools keep students in ESOL too long

Nearly 40 percent of Orange County students learning English stayed in special courses after they had learned to read and write proficiently, according to a state audit. That meant Orange County school received $1.18 million they should not have.

At schools across Orange County, students are being kept in programs for English-language learners even after they can read and write the language proficiently, according to a state audit of district records.
