Federal Education Chief Criticizes Florida Tutoring Requirement

Education Secretary Arne Duncan criticized Florida’s legislature for requiring school districts spend 15 percent of federal money on private tutoring programs. Duncan says it’s unclear if the programs work, and the federal department wants school districts to have more leeway with spending.
